Understanding Bilty (Lorry Receipt / Consignment Note) in India
In Indian road transport, a Bilty (formally known as a Lorry Receipt or Consignment Note) is the foundational legal document issued by a Goods Transport Agency (GTA) when goods are entrusted for transportation.
1. Legal Basis under Carriage by Road Act 2007
Section 8 of the Carriage by Road Act, 2007 requires common carriers to issue a consignment note specifying freight terms, goods description, consignor, and consignee details. A bilty acts as conclusive evidence of the receipt of goods and their physical condition at dispatch.
2. GST Rule 54(3) Compliance
Under the Central Goods and Services Tax (CGST) Rules, an LR must specify: consecutive serial number, date of issue, transporter GSTIN, consignor/consignee names and GSTINs, vehicle registration number, and whether GST is payable on Forward Charge (transporter) or Reverse Charge (RCM by recipient).
3. The Three Mandatory Copies
Every consignment note requires at least 3 copies: Consignor Copy (proof of shipment), Consignee Copy (surrendered at destination upon receiving cargo and paying pending freight), and Driver / Transporter Copy (retained for checkpoint inspection and transporter ledger records).
4. Digital Bilty vs Manual Paper Books
Manual handwritten bilty books lead to lost PODs, billing reconciliation disputes, and delayed client payments. Modern fleet operators use online bilty software to auto-generate PDF LRs, sync with E-Way Bill JSON, and share links instantly via WhatsApp.
